Promotion to ABM(S) 2019-2020

*Dear Comrades,*

You are aware that notification for Promotion of Development Officers as ABM(S) for the year 2019-20 has already been notified by all the Zones on 27.03.202. The last date of submission of application for promotion in the branch is now scheduled on 15.05.2020. The cut off date for promotion eligibility has been given as 29.02.2020. All the Development Officers who have completed 8 years’ or more service as on 29.02.2020 and who have worked within the prescribed cost ratio during each of the last three appraisal years *OR* All the Development Officers who have completed 5 years’ or more service from the 1st day of probation but less than 8 years’ service as on 29.02.2020 and who have worked within the prescribed cost ratio during each of the last three (3) appraisal years, provided that they have brought in an Average Scheduled First Year Premium Income of not less than Rs. 10,00,000/- and Average Number of lives of not less than 500 (For SC/ST candidates, Average Scheduled First Year Premium Income of not less than Rs. 9,00,000/- and average number of lives not less than 450) in the last three appraisal years are eligible for promotion. The lapse ratio should be less than 15% in each of those three appraisal years where a period of 12 months or more have elapsed from the date of completion of the appraisal year till 29.02.2020. At the same time, to become eligible for promotion, the applicant should have also obtain atleast *Average*  rating in Annual Confidential Report during last three(3) years.

We are also in receipt of the request/suggestion from some members for extending the cut off date of 29.2.2020 and extend it upto 30th June. After giving a serious thought on such suggestions, we have decided not to put forward such request/suggestion to the management as it may be a disadvantage for the aspiring candidates in case their next appraisal settled in between March to June with the adverse effect of unprecedented lockdown. Moreover, in that case we may also deprive the vacancies for the current financial year for our cadre. We are also demanding various relaxations for D.O’s on cost ratio, Car eligibility condition, Promotion to ABM (S), No termination etc. 

*We request our members with folded hands to give a serious thought before submitting application for promotion. In our opinion, the Development Officers having more than 45 years of age who are presently working at the border line (prescribe cost ratio) and presently not earning any Incentive Bonus may opt for promotion. Still  every member should take the decision after assuring  the entire situation especially his/her family problems. But once decided for promotion, he/she should not back out from the decision. This will definitely affect our youngster D.O’s who are really interested to go on promotion. During the last round of promotion to ABM’s, we have observed that  many D.O’s (nearly 80%) inspite of giving their choicest place of posting have taken reversion as D.O’s and thereby curtailed the opportunity for the genuine interested candidates. This kind of situation is very much detrimental for our class and also embarrassing to the leadership of NFIFWI before the management as we are demanding for  relaxations for D.O’s for promotion. The denial of ABM(S) promotion by the D.O’s is also sending a wrong signal to the management that the Job of the D.O’s is more secure and lucrative than Class-1 officers and also hampering our demand of Complete Job Security for the class of D.O’s and for further modifications in the Special Rules. All the Zones are requested to ensure that only interested candidates only should apply.*
