Relaxation in eligibility condition for the promotion of Development officers as ABM (S) in the cadre of AAO - Round 2019-20,

Dear Comrades,

On representation of NFIFWI, C.O today has issued circular (Ref: CO/ZD/MKTG/FPDO/27/2020 Dated 25.06.2020) Relaxing condition 3 of Clause E – Conditions of suitability for considering the Eligibility Condition for the Promotion of ABM (S) round 2019-20. “If any Development Officer has not worked within the prescribed cost ratio (expense limit) applicable to him in an appraisal year which has fallen due by the time his promotion is to be effected, such a Development Officer will not be considered for promotion.”

As per the rules, If any Development Officer has not worked within the prescribed cost ratio (expense limit) applicable to him in an appraisal year which had fallen due by the time his promotion is to be effected (i.e. after 29.02.2020 but before the promotion is effected), such a Development Officer will not be considered as suitable for promotion (even if the non-performance stands condoned) and the Appointing Authority before issuing the orders for promotion shall have this verified and stop the promotion accordingly.

Considering the current pandemic situation in the country, point 3 of Clause E of conditions of suitability is waived for this promotion round. The eligibility for promotion will be decided on the basis of the cost ratio for the previous completed Appraisal year, before the cutoff date of 29.2.2020. Even if a Development Officer has exceeded the prescribed cost ratio in his appraisal completed after 29.2.2020, i.e. appraisals completed from February to till the time the promotion is effected, he will still be eligible and considered for promotion. This relaxation is given for the promotion round 2019-20, as the Development Officers are adversely affected due to Covid-19.

All the Divisions are requested to kindly bring this to the notice of all the Development Officers who have applied for promotion and ensure that all the applications which are not forwarded to the Zonal Office, citing point 3 of Clause E of Conditions for suitability, are immediately forwarded to the Zonal Office and all such D.O’s are called for Interview.
