We request all the Divisions / Zones to inform us if any Disincentive is waived by the Zonal Manager for appraisals before March 2020. The Relaxations of Disincentives was given by C.O for all appraisals ending from March 2020 to February 2021. The data of  appeals made by the Development Officers to the Zonal Manager for waiver of Disincentives during last two years, prior to March -2020 Covid Relaxations, which are  accepted or rejected is required for the organisation.
As per clause (5) (b) of Rule 6  and sub rule 2 and 8 of Rule 6 read with rule 7 of Special Rules 2009 as amended in 2016 the Zonal Manager is empowered to condone imposition of Disincentives or termination and give relief to the Development Officers. All the Zones are requested to send the data of condonation of Disincentives and terminations, if any, given by the Zonal Manager to give relief to D.O's before the period of Covid Relaxations given by C.O.

Special reference of any condonation given to any lady Development Officer who had availed maternity leave and have unfortunately attracted Disincentives including termination, will be of great relevance. 

The data is very important for us as we are discussing with the management for Extension of Relaxations of Disincentives under worknorms for two more years. We wish that the same existing circulars issued for Relaxations of Disincentives are extended, without any change. Any modifications to the relaxation circulars will create confusion in the Divisions and Zones for extending Relaxations of Disincentives under worknorms to D.O's.
